Mental Health & Substance Abuse Social Worker Salaries: What the Federal Data Shows
Mental health and substance abuse social workers earn a median of $60,280 a year, according to the most recent federal wage data (BLS, May 2025 estimates, released May 2026). The middle 80 percent earn between $39,740 and $104,170, and state medians run from $39,930 in South Carolina to $79,380 in New York.
This is the federal wage line for clinical social workers in behavioral health, the LMSWs and LCSWs working in mental health and addiction treatment. This page covers the state numbers, what the clinical license does to pay, and how this social-work line compares with the higher-paid healthcare social work category. Everything is sourced to the Bureau of Labor Statistics and refreshed each spring.

Highest-paying states
| Rank | State | Median annual wage |
|---|---|---|
| 1 | New York | $79,380 |
| 2 | California | $79,000 |
| 3 | Connecticut | $78,640 |
| 4 | Minnesota | $75,020 |
| 5 | Maryland | $73,580 |
This list tracks cost of living and payer mix more than raw shortage. High-Medicaid-reimbursement, high-cost states cluster at the top, and the presence of Minnesota alongside the coastal states is the tell that a strong public behavioral health system lifts social-work pay.

A reading tip: the distance between a state’s median and its 90th percentile marks where the independently-licensed, private-practice, and hospital-based clinicians sit. California is the clearest case, a $79,000 median against a $147,300 ceiling, which is the LCSW-in-private-practice tier pulling the top of the range. Rhode Island and New Hampshire show the same shape on smaller workforces.
What the LCSW license does to your pay
The largest single raise in social work is the move from LMSW to LCSW. A master’s-level social worker (LMSW) typically works under supervision and bills through an agency. Independent clinical licensure (LCSW), which requires roughly 3,000 supervised clinical hours and the ASWB Clinical exam, is what lets a social worker diagnose independently, bill insurance directly, and open a private practice. That shift is why the 10th percentile ($39,740) and the median sit so far apart: the low end is weighted with pre-clinical LMSWs, and the LCSW is the credential that moves a clinician up the band.
Two factors compound from there:
Setting
LCSWs in hospitals and health systems generally out-earn those in community mental health and non-profit agencies. The federal data makes this visible across categories: healthcare social workers (a separate code, covered on ourhealthcare social worker salary page) carry a higher median than this behavioral-health line, largely because of hospital benefit and pay structures.) carry a higher median than this behavioral-health line, largely because of hospital benefit and pay structures.
Multistate practice, once it arrives
The Social Work Licensure Compact has been enacted in 35 states as of mid-2026, and its governing commission is operational, but it is not yet issuing multistate privileges. Full rollout is expected in the 2026 to 2027 window. When it goes live, a home-state license will carry into every other member state, which widens the market a telehealth-capable LCSW can serve, the same pay lever that already benefits remote therapists. Ourremote therapist jobs guide covers how licensure reach translates into pay. covers how licensure reach translates into pay.
What the hiring market looks like
Demand is steady and shortage-shaped. BLS projects overall social worker employment to grow 6 percent from 2024 to 2034, faster than the all-occupation average, with roughly 74,000 openings a year across the field, and behavioral health is one of the highest-need corners of it. Roughly 137 million Americans live in a federally designated Mental Health Professional Shortage Area, with about a quarter of the need currently met, and clinical social workers are one of the licensed workforces closing that gap.
For employers, clinical social workers are among the harder behavioral health hires to keep, because an LCSW who can bill independently has the option to leave for private practice or a higher-paying setting at any time. The levers that hold them are supervision toward licensure for LMSWs (turning a cheaper hire into a loyal, billable clinician) and pay stated plainly in the posting. In a market where the credentialed candidate has choices, a hidden range mostly signals a below-market offer, which is the pay-transparency argument this salary library is built on.
Frequently asked questions
How much does a mental health social worker make?
The national median is $60,280 a year (BLS, May 2025 estimates), with most earning between $39,740 and $104,170. State medians range from $39,930 to $79,380.
Which states pay mental health social workers the most?
By median wage: New York (79, 380), California(79,000), Connecticut (79,000), Connecticut (78, 640), Minnesota(75,020), and Maryland ($73,580), per BLS May 2025 estimates.75,020), and Maryland ($73,580), per BLS May 2025 estimates.
Does an LCSW earn more than an LMSW?
Yes, and it is usually the biggest raise in the field. Independent clinical licensure (LCSW) requires roughly 3,000 supervised hours and the ASWB Clinical exam, and it unlocks independent diagnosis, direct insurance billing, and private practice. The federal 10th percentile is weighted toward pre-clinical LMSWs; the median and above reflect independently-licensed clinicians.
Can clinical social workers practice across state lines?
Not yet through a compact, but soon. The Social Work Licensure Compact has been enacted in 35 states as of mid-2026 and its commission is operational, though multistate privileges are not being issued yet. Full rollout is expected in 2026 to 2027.
Where these numbers come from
Wage figures are from the U.S. Bureau of Labor Statistics Occupational Employment and Wage Statistics program, May 2025 estimates (occupation code 21-1023, Mental Health and Substance Abuse Social Workers), released May 2026 and the most recent federal data available. Growth and openings projections are from the BLS Employment Projections program (2024 to 2034). OEWS reports wages for employees; independent contractor and private-practice owner earnings are not included. Figures marked n/a are suppressed in the source data. All figures are estimates and marked as such. We refresh this page when BLS publishes new estimates each spring.
